Early blooms + cold weather = primed for allergies

ATLANTA -- Have you been sniffling and coughing? How could it be allergies when it's been so cold outside? Some point to a medical phenomenon called "priming."

"That one is definitely birch, and it's a trigger." Outside the Atlanta Allergy and Asthma clinic in Marietta, Dr. Fineman points to allergy red flags. They're white and poofy.

Fineman says we're not headed for a record-breaking pollen season like the one that left Atlanta in a cloud of yellow dust last year. This spring should be more typical.

"The difference is this year we had very high pollen counts in January," he said.

Now a cold spell is hitting metro Atlanta, and the pollen counts go down. The count reported Sunday was only ten. When the weather warms, those numbers will rapidly increase. It creates the phenomenon called "priming."

"If you go away from the exposure, you can get better. But when you're re-exposed, you can get an even more violent reaction," Dr. Fineman says. He also says an allergic reaction could set in at lower pollen levels.

He suggests using this cold weather spell to find out exactly what's setting off your allergies. For some allergies, you can start taking medication now to ease the symptoms once the weather warms.

Woman shot multiple times, suspect identified

SANDY SPRINGS, Ga. -- Police have issued arrest warrants for 42-year-old Matthew Terry in connection with the shooting of Shawn Crew Sunday evening.

Police say 38-year-old Crew, listed in serious condition at a hospital, was shot at around 5:30 p.m. at the Chastain Apartments on Roswell Road. Authorities say an argument led to the shooting.

Crew's four-year-old child was in the apartment at the time but was not injured. Police say the child is being cared for by the victim's family.

Sandy Springs Police spokesman Steve Rose said Terry faces charges of aggravated assault, burglary and firearm possession. He is from New York and also has ties to North Carolina.

Terry, a black man who is 5 feet 9 inches tall and weighs 227 pounds, is considered armed and dangerous. He was last seen in the victim's Mercedes C-280 with New York license plate FLX-3586. Terry may also be in a black Cadillac Escalade with a New York license plate ETJ-6098.

Tripp Halstead's mom talks to 11Alive

ATLANTA -- So many people are drawn to the story of Tripp Halstead, an adorable little boy fighting a battle to survive.

Two-year-old Tripp has been in the hospital since October, when he was hit on the head by a falling tree limb at his Winder daycare center. It crushed his skull to pieces.

More than 330,000 people nationwide are following updates on Tripp's condition on Facebook.

Stacy Halstead, Tripp's mother, said she receives about 100 e-mails a day from well-wishers who are touched by her son. Several people have also sent donations, which have allowed her to stay by Tripp's side at Children's Healthcare of Atlanta as much as possible.

Monday morning, she told 11Alive that Tripp is doing well, and that he may be able to come home as early as this week.

Over the weekend, several volunteers gathered at the Halsteads' Jefferson home to remodel it and make it easier for Tripp to navigate.

Traffic light falls due to high winds

A traffic signal fell into the roadway in Buckhead Monday morning.

ATLANTA -- The high winds in Metro Atlanta brought down at least one traffic light Monday morning, slowing traffic in Buckhead.

The traffic signal at the intersection of Lenox Road and East Paces Ferry Road, just southeast of Lenox Square Mall, fell into the roadway.

Gasoline prices drop 3 cents over 2 weeks

CAMARILLO, Calif. -- The average price of a gallon of gasoline has dropped three cents over the past two weeks.

The Lundberg Survey of fuel prices says the price of a gallon of regular is $3.71. Midgrade costs an average of $3.88 a gallon, and premium is $4.01.

Diesel was down six cents to $4.07 gallon.

Of the cities surveyed in the lower 48 states, Billings, Mont., has the nation's lowest average price for gas at $3.33. Chicago has the highest at $4.10.

Philadelphia, PA (Sports Network) - Cinderella now wears a dress colored in Cobalt blue and Emerald green.

Florida Gulf Coast ousted San Diego State, 81-71, becoming the first No. 15 seed to advance to the Sweet 16.

The Eagles' improbable run will continue thanks to their victory Sunday in NCAA South Region third round action. FGCU moves on to face the third-seeded Florida Gators at Cowboys Stadium in Arlington, Texas Friday night.

Bernard Thompson scored 23 points, and Sherwood Brown had 17 and pulled down eight rebounds for the Eagles (26-10), who became just the seventh No. 15 seed to earn a victory in the NCAA Tournament on Friday, with their 78-68 triumph over No. 2 seed Georgetown. Chase Fieler donated 11 points and Brett Comer supplied 10 to go along with 14 assists in the momentous victory.

Jamaal Franklin paced San Diego State with 20 points and 11 boards, while Chase Tapley had 17 points for the seventh-seeded Aztecs (23-11), who were looking to make it to the round of 16 for the second time in the last three seasons.

After a highly competitive first half and early portion of the second stanza, the contest soon changed around the midway point.

Xavier Thames brought the Aztecs within 54-52 on a jumper with 11 1/2 to play, but Sherwood ignited a crucial 17-0 Eagles' flurry with back-to-back triples. Thompson then capped the spurt by splitting a pair of free throws to make it 71-52 with 4:19 to play.

The Aztecs failed to score a point from the 11:33 to 4:00 mark during the game-changing surge which ultimately sent them packing.

As the shock and excitement started to surround the crowd and both school's fans, back-to-back slams by Eric McKnight -- in between a Tapley triple -- with 3:22 to play, excused any attempts by San Diego State to creep back in the contest.

Florida Gulf Coast, which has also recently been called "Dunk City" referring to an alley opp slam that capped the Georgetown victory on Friday, fittingly secured the victory with a monster slam by Thompson that made it 79-63 with 1:18 remaining.

San Diego State took a 35-34 edge into the break in a first half that went back-and-forth. Threes by Franklin and Tapley with less than five minutes to play increased SDSU's advantage to five, before Franklin nailed a jumper with 2:20 to play that gave the team a six-point lead, its biggest of the half.

Fieler, however, scored FGCU's final five points to close the action and bring the Eagles within one. Both squads made 13 field goals after 20 minutes of play, but Florida Gulf Coast connected on 5-of-9 from behind the arc compared to 3-of-10 for the Aztecs.

Game Notes

Florida Gulf Coast became the second team all-time to record at least two wins in its first NCAA Tournament appearance. Florida also accomplished the feat in 1987 ... Brown and Thompson reached double figures in the same game for the 26th time this season. It was also the 13th time that the duo has been the team's top two scorers ... The Eagles have been eligible as a Division I program for just two years ... SDSU is 3-9 in nine all-time in the NCAA Tourney ... The Aztecs are now 3-3 as a higher seed than their opponent.

High winds knocked down a tree in Mableton Monday morning

MABLETON, GA -- Police said a tree was down in Mableton at the corner of Hunnicut Road and Cardell Circle late Monday morning.

No injuries were reported, and traffic was being blocked in the area of the tree.

Body found in Lake Lanier may be missing boater

ATLANTA -- Investigators in Forsyth County pulled a body from Lake Lanier near Mary Alice Park and think that it may the remains of a man missing since February.

Authorities said the identity will be determined by the Forsyth County Coroner's office.

The body may be that of missing boater, George "Marty" Counts, who disappeared Feb. 11 on the lake, investigators said.

Counts, 47, of Tucker was an avid fisherman and was believed to be operating his boat that evening when it was spotted going in circles with no one aboard, the state Department of Natural Resources previously said. The boat ran out of gas and was on the bank when rangers arrived.

The initial search for Counts lasted several days and involved various agencies.

Henry County hostage situation ends in suspect's death

STOCKBRIDGE, Ga. -- Henry County police were called to a home on Creek Valley Court before midnight Sunday on a report of a suspicious vehicle. When officers arrived, they found a hostage situation.

An officer knocked on the door and spotted someone with a gun. After confirming a man was holding a woman hostage, the SWAT team was called in.

Henry County Police Sgt. Joey Smith said the woman escaped unharmed when the gunman turned his weapon on himself. He was pronounced dead at the scene.

Police have not released the names of those involved and did not disclose what led to the standoff.

Atlanta braces for March Madness

The Big Dance Concert series drew 140,000 people to New Orleans in 2011. In Atlanta, the concerts will be at Centennial Olympic Park and include the Dave Mathews Band and Sting.

Millions of dollars surround the NCAA men's basketball tournament. Some of it is money wasted, some of it is money flowing into Atlanta.

Consulting firm Challenger, Gray, & Christmas crunched the numbers in 2011 and report U.S. companies waste $1.8 billion on unproductive wages. That number is based on each person participating in a bracket spending 20 minutes watching games and checking news during work hours.

Since the number streaming web applications have increased this year, the actual number of wasted hours is expected to be much higher.

The Atlanta organizing committee has been planning for the men's college basketball playoffs for almost a year.

"We've been working so much, but there's still a lot to do," Caitlin Crowley with the Final Four local organizing committee said.

The tournament weekend is expected to draw 100,000 tourists (that number includes people from outside the city coming in for the event; it does not count city residents attending those same events). She estimates 10,000 hotel rooms will be booked, with an overall economic impact of $70 million.

SUGAR HILL, Ga. -- A Gwinnett County community recently got an offer that has locals shaking their heads.

A dating website wants the town of Sugar Hill to change its name to SugarDaddie.com.

Website representatives say they'll offer the town close to $4 million to make the name change. SugarDaddie.com executives have made similar offers to other cities.

Chrysler recalls 2013 Dodge Challenger V-6 models

(USA Today) -- Chrysler Group issued a rare recall Sunday for 2013 Dodge Challengers equipped with V-6 engines, and took the even more unusual step of telling owners not to drive them.

The recall affects only 4,459 Challengers because of a wire harness that can overheat and lead to fires. Chrysler says it is a aware of seven incidents, none of which caused injuries.

Spokesman Eric Mayne says the problem is due to a single batch of misconfigured electrical components. He refused to specify the particular part, not necessarily the wiring harness, at the heart of the problem. In any case, workers tried to reconfigure the parts, but the result was harnesses that can overheat and catch fire.

The recall applies only to cars made over the two months leading up to Jan. 24. About 2,500 of them are in the hands of owners. The rest are on dealers' lots.

Chrysler says it is trying to reach owners by phone and mail to tell them to park their cars until they can be repaired. In addition, it's telling them to make sure their cars aren't parked in garages or near other structures just in case they catch on fire. The automaker will provide a free loaner car.

The Challenger is a performance car that is often ordered with a big V-8 engine, but those aren't affected by the recall.

State of emergency declared in Pigeon Forge wildfire

Wildfire at Pigeon Forge, TN early Monday (WBIR)

PIGEON FORGE, TN (CNN) -- Tennessee authorities declared a state of emergency and sent in the National Guard on Monday in an effort to control a fast-moving wildfire near the resort town of Pigeon Forge.

The fire started about 5 p.m. Sunday and quickly spread, charring more than 30 cabins and turning propane tanks into shrapnel. About 20 fire departments have been fighting the fire, authorities said.

"Propane tanks have been exploding," Pigeon Forge Fire Chief Tony Watson said Sunday. "It's been real dangerous."

Now at 230 acres, the blaze started as a house fire, according to Watson.

"It looks like somebody just went through there and just dropped a bomb on the place," Shannon McCostlin told affiliate WATE-TV. "I feel bad for them people."

The area is home to rental cabins with some permanent residences.

National Guard helicopters were flying to the scene Monday morning and will drop water from a nearby lake onto the fire, said Perrin Anderson, a spokesman for Sevier County.

The help is badly needed, Watson said Sunday.

"You gotta understand, it jumped across a road, several roads, and now it's racing up a hill," he told CNN affiliate WBIR-TV.

The fire has been partially contained, said Dean Flener, a spokesman for the Tennessee Emergency Management Agency.

About 150 people were evacuated Sunday and the American Red Cross opened a shelter at the Pigeon Forge Community Center.

Pigeon Forge, in eastern Tennessee, is best known for singer Dolly Parton's theme park, Dollywood, which was not affected by the fire.

Positioned on the edge of the Great Smoky Mountains, the area also is popular with outdoors enthusiasts and has a wide variety of other attractions, including music theaters, outlet malls, go-kart tracks and mini-golf courses.

East Point residents try to battle fire with extinguisher

EAST POINT, Ga. -- A couple of residents grabbed a fire extinguisher to try to put out a blaze at the Victory Place Apartments on Chateau Boulevard Sunday night.

"But the smoke was too intense," said resident Malcolm Wiley. "We could hardly breathe. So we came out and called the fire department."

East Point Fire crews got the call at 7:16 p.m. By the time they arrived, the flames had spread through eight units of a two-story brick building.

Fire officials called on units with the College Park and Hapeville Fire Departments to help.

It took them an hour to bring the fire under control.

No one was hurt, but the fire proved painful for residents.

"I heard screaming and hollering and people running in front of the building," said neighbor Bianca Duvall. "And I was like, God help them."

"I seen it get closer and closer to my apartment," Wiley said. "I lost everything."

Wiley was able to save his dog named King.

The American Red Cross responded to the scene and offered assistance to the nine adults and one child displaced by the fire.

Investigators are working to determine the cause of the fire.

Residents said they've had trouble with their sockets, so they suspect it started as an electrical fire.

Pedestrian killed on Camp Creek

ATLANTA -- A female pedestrian was struck and killed in a multi-car accident on Camp Creek Parkway Monday morning.

The Georgia Department of Transportation confirmed the pedestrian was hit after getting out of her car near Welcome All Road shortly after 7 a.m.

Georgia State Patrol spokesman Gordy Wright said the woman, whose name was not released, hit a car that was trying to turn onto Welcome All Road, pushing it into the woods.

The woman got out of her car to check on the other driver and was hit by a BMW and killed, Wright said. The driver who hit her stayed on the scene.

The driver of the first car hit was taken to a local hospital for treatment.

Eastbound lanes of Camp Creek Parkway are blocked as police investigate the wreck.

Atlanta-bound Delta jet runs off taxiway in Houston

HOUSTON -- No one was reported hurt when a Delta Connection jet ran off a taxiway at Houston's Hobby Airport early Monday morning.

The CRJ-900 was sitting with its wheels off of the tarmac in helicopter images from Houston NBC station KPRC. The jet, Flight 4302, was being operated by Pinnacle Airlines.

The Federal Aviation Administration tells NBC News the plane was in the process of departure when they reported "communications problems" and was returning to the gate when the plane turned short, running off the taxiway.

Delta officials said 76 passengers were on board the plane. They were bussed back to the terminal and rebooked on other flights. The plane, officials said, will be towed back to the gate to be examined.

CNN says the plane was initially scheduled to depart Houston at 6 a.m. Central Time and arrive at Atlanta at 8:39 a.m. Eastern time. No word on a cause of the incident.

Powerball jackpot rolls over to $183M for Wednesday's drawing

ATLANTA -- The Georgia Lottery said Monday that since no one had matched all the numbers drawn Saturday night in the Powerball drawing, Wednesday's jackpot will be at least $183 million for a single winner.

The jackpot has rolled over nine times since the last winning ticket was drawn in early February.

Two Georgia tickets won $10,000 Saturday night -- one drawn at a Chevron station in Cumming and a second drawn at an EZ Shop in Atlanta.

The Wednesday night jackpot of $183 million for a single annuity winner would be paid out in 30 payments over 29 years. There is also a cash option, which would pay a single lump-sum payment of about $112 million.

Powerball tickets cost $2 each.

Cell phone jammers installed ahead of Conclave

ROME (NBC) -- Jamming devices to halt communication were installed at the Vatican on Monday, as part of a security lockdown ahead of the papal conclave.

The behind-the-scenes ballot process is supposed to remain a secret, but modern technology left Roman Catholic Church officials taking no chances.

Staff working alongside the cardinals voting inside the Sistine Chapel must swear an oath of secrecy.

"I expect they'll be on a total lockdown," NBC News' Vatican analyst George Weigel said. "Security is tight. It's got to be."

Jamming devices will be used at the Sistine Chapel inside the Vatican and the nearby guest residences at Santa Marta where cardinals will sleep during the conclave, officials told reporters on Friday.

The move will ensure cardinals cannot communicate with the outside world or use social media. It will also prevent hidden microphones from picking up the discussions.

Any cardinals or Vatican workers -- such as those serving food in Santa Marta - breaching the code face excommunication from the church.

"Even who said, 'pass the salt' is a secret,"wrote Sister Mary Ann Walsh, media relations director for the United States Conference of Catholic Bishops in a blog post. "In this electronic age, I worry some cardinals may go into iPad and Twitter withdrawal."

To prevent any contact with the outside world, cardinals will also be taken the 750 yards from Santa Marta to the Sistine Chapel by bus.

"The Vatican highly prizes the traditional Conclave secrecy -- even more so after the leaks scandal that have plagued it in the past months," said Alessandro Speciale, Vatican correspondent for Religion News Service. "Most of the jamming measures were already in use in 2005, but of course, back then there were no smartphones and iPads. While cardinals will probably take their commitment to secrecy seriously, some of them are avid [Tweeters] and bloggers, and they might risk going into internet withdrawal if the conclave drags on too long."

Weigel added: "It would be difficult for anyone to use a cellphone, even out of sight. With 115 cardinals in the Sistine Chapel, space is tight and it would be obvious if anyone was checking their phone."

Could N.Y.'s Dolan be the choice to be the next Pope?

(Journal News) -- Since the morning that Pope Benedict XVI said he no longer had the energy to go on, countless New Yorkers have asked the same question: Might the vivacious Cardinal Tim Dolan, who has plenty of juice, have a shot at the top job?

The archbishop of New York responded that he has a better chance of replacing A-Rod at third base for the Yankees and that those insisting otherwise might be "drinking too much grappa or smoking marijuana."

There's good rationale for his skepticism, other than modesty. American cardinals have never been considered papal material. The reasons cited have been many: The American church was too "young"; the United States already had too much power; Americans were weaned on too much openness; American capitalism was too extreme and dismissive of the poor.

But there is a growing sense that Benedict's history-making retirement has opened the door to the unknown and that Dolan or perhaps Cardinal Sean O'Malley of Boston have a very small, but real chance to become pope after the conclave opens Tuesday.

"I wouldn't lay money on it and I'm surprised their names are even out there, but the circumstances of this conclave could lead to a new stock-taking," said Christopher Ruddy, a theologian at the Catholic University of America in Washington. "What are we looking for in a new pope? I think Benedict had to be aware of this possibility. His resignation might lead to unexpected things."

On Thursday, a veteran Vatican journalist for the Italian magazine L'espresso made a glowing case for Dolan's candidacy, predicting that he could get many votes on the cardinals' first ballot. Sandro Magister wrote that Dolan is the "consummate candidate" to challenge Vatican mismanagement, which has been revealed in a series of leaks to the media.

Dolan, he wrote, "is a larger-than-life man from the Midwest with a radiant smile and overflowing vigor, precisely that 'vigor of both body and mind' which Joseph Ratzinger recognized he had lost and defined as necessary for his successor."

"Many in the Third World would suspect that the CIA fixed the election or Wall Street bought it," Reese said. "Muslims would fear that an American pope was going to be a chaplain for the White House. Finally, through the centuries, the church has tried to keep the papacy out of the hands of the reigning superpower, whether that was the Holy Roman Empire, France or Spain."

Reese agreed that an American's best chance would be a long, deadlocked balloting process that needs a compromise candidate.

Ruddy said that many cardinals would likely fear that an American pope would concentrate too much attention on the United States and even on the concerns of American Catholics. "Americans are used to being the center of things," he said. "America has a large number of Catholics, but they are only 6 percent of the world's Catholics. Then there is the other 94 percent."

Ruddy said that two traditional Vatican concerns about the United States - that the American church is much younger than Europe's and that Americans are doers rather than thinkers - have probably weakened over time.

Analysts said that it's hard to know whether years of media attention on sex abuse in U.S. churches could affect an American cardinal's candidacy. The Survivors Network of those Abused by Priests , the leading advocacy group for victims, has included Dolan and O'Malley in a list of the 12 worst papal candidates.

SNAP criticized Dolan for moving slowly against abusers and for making $20,000 payments to abusive priests to get them to leave the priesthood while he was archbishop of Milwaukee.

Eleven Americans will participate in the conclave.

For what it's worth, the Irish gambling operation Paddy Power had Dolan's odds late last week at 33:1, making him the 14th best bet. Number one is not an Italian, but Cardinal Peter Turkson of Ghana.

John Allen, one of the leading American analysts of the Catholic church, also wrote last week that Dolan might be too boisterous for many cardinals, but "there continues to be a drumbeat around Dolan that can't be ignored."

Boston's O'Malley is a soft-spoken Franciscan Capuchin friar who wears a brown robe and sandals, making him an American alternative to Dolan, at least in style.

Still, Terrence Tilley, chairman of theology at Fordham University in the Bronx, said an American would have to overcome a lot of red, white and blue baggage to leap-frog all the European cardinals and perhaps others. He noted that the American cardinals were pressured days ago to stop daily media briefings.

"The Americans' predisposition to transparency in administration is very different from the Italian preference for secrecy," Tilley said. "It's not that the Americans are not hierarchical. They are. But we are perceived as different in style from Europeans. It's all about perception."

Tilley said that most American Catholics are probably unaware that both John Paul II and Benedict XVI warned in their writings about the dangers of unrestrained capitalism and called for greater financial oversight. He said it's unclear whether Vatican concerns about American-style capitalism would affect the cardinals' evaluations of Dolan and others.

"I think an American pope is very unlikely," Tilley said. "The only possibility is a long conclave in which no candidate emerges relatively early. What in effect would be a brokered election might surface an American. But I would not in the least expect that."

The Rev. Thomas Reese, a Jesuit and longtime commentator on Catholicism, said that the chances of an American pope are almost nil. One overlooked factor, he said, is that Americans are not great linguists, and popes have to be comfortable with many languages.

But the key, he said, is that the cardinals would worry about how the election of an American would be perceived around the world, especially in the Third World and Muslim nations.

Starbucks plans to defy NYC sugary drink ban

NEW YORK (NBC) -- You'll still be able to get a venti Starbucks mocha in New York City next week.

The coffee giant said Thursday that it doesn't plan to change its offerings when the city's ban on large, sugary drinks that is scheduled to go into effect March 12.

"We're not making any immediate changes," spokeswoman Linda Mills told NBC News.

Mills said the company doesn't think its drinks are subject to the new regulations because many of the company's signature drinks are milk-based, and most are highly customizable.

The company's interpretation of the city's new rules is that if the customer can customize the drink by asking for it to be sweetened or not, then it would fall outside the ban, she said. The rules also say that specialty coffee and tea drinks are only subject to the rule if they are less than half milk or milk substitute.

The New York Board of Health voted last fall to ban food service establishments from serving nonalcoholic, sugary drinks larger than 16 ounces, as a way to fight the nation's obesity epidemic. A venti Starbucks drink is 20 ounces.

The rule applies to sodas and other drinks that contain caloric sweeteners, but it doesn't apply to diet drinks, 100 percent juice drinks and items that are at least half milk, ice cream or milk substitute.

In a statement, the city's health department said the rules will have no impact on 20-ounce cups of coffee unless more than four packets of sugar are added, and noted that coffee drinkers can add as much sugar themselves as they want.

The plan to ban large, sugary drinks has drawn fierce protests from food service establishments and trade groups such as The American Beverage Association.

The American Beverage Association and others also filed a lawsuit in October alleging that the city's board of health bypassed proper legislative process and overstepped its bounds by passing the rule.

Starbucks isn't part of the lawsuit, but Mills said the company also wasn't planning any immediate changes because it is watching to see what happens with the litigation.

In addition, she said, the company is taking advantage of a three-month grace period before the city starts fining companies for breaking the rules. Mills said the one item on Starbucks' menu that they are looking at during this period is the Frappuccino. The sweet, frozen drink contains a large quantity of milk but also a large quantity of ice, she said.

If the city decides that Starbucks' needs to change it practices, "then we'll make the appropriate changes to comply with the regulations," she said.

Dunwoody residents and leaders meet about schools

DUNWOODY, Ga. -- Parents, city leaders and members of the business community met Sunday afternoon to discuss the future of their schools.

Less than five years after becoming a city, some want to know why they can't create an independent school district for Dunwoody.

Stacey Harris is the President of the Dunwoody Homeowners' Association and said many in the city are worried about the ongoing problems with the DeKalb County School District.

"One reason Dunwoody pursued cityhood was because we were dissatisfied with the services we were receiving from the county.  The same thing applies to our school system," Harris said.

Harris and others have formed the Dunwoody Parents Concerned About Quality Education.

At 4 p.m., around 300 people packed the Kingswood United Methodist Church to hear about some options being considered. 

Both the city council and the Dunwoody Homeowners' Association have publicly backed House Resolution 486 introduced by Rep. Tom Taylor.  If passed, it would allow municipalities formed after 2005 create their own independent school districts. However, that would require amending the state constitution.  Taylor himself told the crowd it would be a long term solution and likely wouldn't get on the ballot until November 2014.

After watching the Southern Association of Colleges and Schools put the DeKalb County school system on probation and six ousted board members sue to keep their jobs, they worry about the future of their children's education.

Parent Allegra Johnson said she was frustrated well before a scathing SACS report was released last December.

"For years, money that was supposed to be going to benefit our teachers to help them teach our kids has been spent on things, like lawsuits, that have nothing to do with our kids," Johnson said.

As for other options, the newly formed group is looking at another agency that could accredit schools and whether to revisit the idea of charter schools of school clusters.

As for changing the constitution to allow smaller school districts, residents said they are optimistic but also realistic.

"We know it will be an uphill battle. It could take years, but as more people are opting for smaller, locally run cities why shouldn't their school districts be run the same way," Harris said.

Fayette Co. School Board votes Monday night on closing four schools

FAYETTEVILLE, Ga. -- For weeks, Fayette County parents have pleaded with the school board not to close four schools to help close a budget shortfall of $15 million.

The board votes Monday at 7 p.m. It's a day some Fayette County residents hoped would never come.

All four schools on the chopping block -- Brooks Elementary, Fayette Middle, Fayetteville Intermediary and Tyrone Elementary -- are community schools, and some believe closing the schools could bring down property values and force businesses to close.

The school system sees the schools as a way to help cut nearly $4 million out of the budget deficit.

ATLANTA -- Scientists said a baby born with the AIDS virus appears to have been cured thanks to faster and stronger treatment than is usual for newborns.

Scientists at a major AIDS meeting in Atlanta say the Mississippi child is now 2½ and has been off HIV drugs for about a year with no signs of infection.

If the child remains healthy, it would mark only the world's second reported cure. Specialists say it offers promising clues for more research to fight pediatric HIV.

"Standardly in the U.S., we don't really give treatment as early as this child received therapy. We wait to know whether the child is infected or not, and that can take sometimes up to four to six weeks to be able to identify an infected child," said Dr. Deborah Persaud of Johns Hopkins Medical Center. "So this case is distinct because the therapy was started so early."

Sunday's announcement in Atlanta suggests giving high-dose treatment right after birth wiped out HIV before it could form hideouts in the body that usually reinfect anyone who stops medication.

The baby was born to an HIV-infected mother who stopped giving her child medication at 15 months. She went back to the birthday around the child's second birthday.

"The mom admitted that she had not been giving the medicine for the past several months, and I fully expected the baby's viral load to have gone back up," said Dr. Hannah Gay, Pediatric HIV Specialist with the University of Mississippi Medical Center. "But when we drew the test, we got back still an undetectable viral load."

Heidi Klum named new judge on 'America's Got Talent'

NEW YORK -- NBC says Heidi Klum has been added to "America's Got Talent" as its fourth judge.

The network announced Monday that the supermodel will join fellow incoming judge Mel B this summer for the talent competition's eighth season. Howie Mandel and Howard Stern will be back at the judges' panel.

Klum says she's excited to join the show and size up the talent, "from the ridiculous to the fantastic."

She continues to host the Peabody Award-winning "Project Runway" on Lifetime, as well as Germany's "Next Top Model."

Jeb Bush hasn't ruled out 2016 White House run

NEW YORK (NBC) -- Former Florida Gov. Jeb Bush won't confirm he's a candidate for the next presidential race, but he sounded like a White House hopeful Monday, declaring his party in need of leadership.

"I have a voice, I want to share my beliefs about how the conservative movement and the Republican party can regain its footing, because we've lost our way," he told TODAY's Matt Lauer.

Bush said he wouldn't rule out a run in 2016, "but I won't declare today either."

Instead, he offered his views on the current fiscal problems facing the White House and Congress, including the deep budget cuts that will be rolled out in numerous federal agencies in upcoming weeks.

Bush called the sequestration a "temporary problem in our history," one the nation appears numb to because of hype raised by President Obama.

"The president kind of led the charge to say that widows and orphans were going to be out on the street, and so when it didn't happen, he actually himself kind of stepped back on Friday and said it wasn't going to happen that way," he said.

Bush said the impact of the sequestration was "oversold" and "people are just numbed by this dysfunction and they watch it with their peripheral vision."

Bush also said recent fiscal problems are hampering progress on immigration reform, an issue he believes could help restore the nation's economic growth. It's also the one of the few areas where both parties have shown considerable compromise.

"This is the one place where cats and dogs seem to be getting along a little more, so I'm optimistic that there could be a consensus about going forward on immigration," said Bush, who addresses the issue in his new book, "Immigration Wars."

Bush faulted both the Republican party and its 2012 presidential nominee, Mitt Romney, for failing to garner more support from Hispanic voters during the last election cycle.

"Gov. Romney put himself in a box, I think, in the primary by trying to out(-conservative) conservatives, some very good conservative candidates, and never really recovered from it," Bush said.

Immigration may not be the dominant issue for Asian-Amerians, Hispanics and other minorities, Bush added, but Republicans need to recognize that it is important to them.

"It's a gateway. If you set a tone that you don't want people to be part of your team, they don't join," he said.

While Bush supports an immigration policy that would grant legal status to people who enter the country illegally if certain conditions are met, he does not support granting them citizenship.

"There has to be some difference between people who come here legally and illegally. It's just a matter of common sense and a matter of the rule of law," he said. "If we're not going to apply the law fairly and consistently, then we're going to have another wave of illegal immigrants coming into the country."

He also said many people don't want to become citizens.

"They want to come here, they want to work hard, they want to provide for their families. Some will want to come home, not necessarily all of them want to stay as citizens," he said.

Bush will appear next week at the upcoming Conservative Political Action Conference (C-PAC). One person who won't be joining him on the speaker roster is New Jersey Gov. Chris Christie, who was criticized by conservatives after he effusively praised President Obama for helping his state after Hurricane Sandy.

But Bush said conservatives were probably more put off by the way Christie handled budget issues unrelated to Sandy aid.

"I love Christie," Bush said of his possible rival for the 2016 presidential race. "I think Gov. Christie is a part of the future of the Republican party for sure, and whether he's going to C-PAC or not is not really changing that."

Queen Elizabeth leaves hospital after stomach ailment

LONDON (AP) - Queen Elizabeth II has left a central London hospital after a one-day stay caused by a severe stomach bug.

She walked unassisted out of King Edward VII Hospital Monday afternoon wearing a red dress, and was driven away in a motorcade.

The hospital stay had initially been planned for two days. She has been suffering from gastroenteritis, a stomach and intestinal inflammation.

The 86-year-old queen has cancelled her engagements for this week due to the illness. It was her first hospitalization in 10 years.

Langston Hughes HS on lockdown during police search

FAIRBURN, GA -- Langston Hughes High School has been put on lockdown Monday morning after police said a stolen car was found in the parking lot there.

Police said the lockdown is in place while the area around the school is being searched.

No other information was immediately available.
